Du hast schon fast alles richtg, es fehlt nur eine Einstellung:
/etc/rc.conf:
....
CONSOLEFONT="lat9w-16"
....
In der "/etc/profile" mache ich manchmal nocht folgende Einstellung (betrifft aber nur less):
....
export LESSCHARSET="latin9"
....
export LANG="de_DE.utf8"
....
Für Gnome sollte noch hier gedreht werden:
/etc/profile.d/locale.sh:
....
export LANG=de_DE.utf8
....
