Eigentlich gehört die Frage ins Gentoo-Forum, das ist ja deren Paket nach dem du da fragst.
Im gentoo-kernel-5.7.10 ebuild steht:
ewarn "Starting with 5.7.9, Distribution Kernels are switching from Arch"
ewarn "Linux configs to Fedora. Please keep a backup kernel just in case."
und als source:
amd64? (
https://src.fedoraproject.org/rpms/kernel/raw/${CONFIG_HASH}/f/kernel-x86_64-fedora.config
-> kernel-x86_64-fedora.config.${CONFIG_VER}
)
Da zieht sich das Ebuild eine kernel config vom fedoraproject
Vorher kam die kernel config vom archlinux:

https://git.archlinux.org/svntogit/packages.git/plain/trunk/config?h=packages/linux&id=${AMD64_CONFIG_HASH}
-> linux-${AMD64_CONFIG_VER}.amd64.config
)
und diese wird dann im Detail noch angepasst:

Da geht es also nur um die Standardkonfiguration des Kernels, die bei Gentoo dann (fast) genauso war wie bei ArchLinux bzw. jetzt wie bei Fedora.
